On behalf of the Norwegian Ski Federation, Vind IL welcomes you to the Equinor Norwegian Cup for juniors and seniors at Vind Ski Arena in Gjøvik, from Thursday, February 20, to Sunday, February 23.
The event includes the Junior NM Sprint and the U23 NM.

Race Office
The Race Office is located on the second floor of GOBB Arena and will be open during the following hours:
- Wednesday: 4:00 PM – 8:00 PM
- Thursday: 7:00 AM – 8:00 PM
- Friday: 7:00 AM – 6:00 PM
- Saturday: 7:00 AM – 6:00 PM
- Sunday: 7:00 AM – 4:00 PM
Timing System
The Emit timing system with chip timing will be used for official timekeeping.
All participants are expected to have their own chip. However, chips will be available for rent for the entire weekend.
- Athletes are responsible for returning rented chips before departure.
- Unreturned rental chips will be invoiced to the athlete’s club at NOK 750.
Start Numbers
- Start numbers must be picked up by each athlete on the way to the start area on competition day (see arena map, point 9).
- Start numbers must be returned immediately after finishing the race.
- For sprint events, start numbers should be kept until elimination.
- Thigh numbers must be picked up from the same location as the start numbers before the quarterfinals.
- Unreturned start numbers will be charged to the athlete’s club at NOK 500 per number.
Fluor Control
Testing
- After the competition, athletes must pass through a control checkpoint where skis will be submitted for testing (1).
- Follow the instructions given by the organizers.
- Make sure your start number is clearly visible when passing the control checkpoint.
Ski Marking
- All skis used in competition must be marked with the start number.
- Athletes are responsible for marking their skis using tape or another method.
- The marking must be placed at the front of the skis, as shown in the reference image.
- Use tape/marking that you already have available. The organizing committee will not provide marking materials.
Sprint Finals
- All skis must be submitted for fluor testing after each heat (1).
- Athletes advancing to the next round will find their skis in the start area before the next race.
- Athletes who do not advance can collect their skis from the designated pick-up area.
- All skis must be marked with the start number.
- Testing will take place in the designated testing tent (2).
- After testing, skis can be collected from the ski pick-up area (3).
Testing Capacity
- The jury will select skis for pre-race testing.
- Random ski tests may also be conducted during the competition.
- The number of skis tested will not be announced before the race.
Parking Information
Dedicated Parking Areas
Vind Ski Arena has three designated parking areas for athletes, service personnel, and spectators: P3, P4, and P5. All are within walking distance of the stadium. Parking outside these areas is not permitted.
- P1 is reserved for event officials.
- P2 is reserved for wax trucks.

Parking Regulations
- Parking attendants will be present in all designated areas. Please follow their instructions to maintain smooth traffic flow and efficient use of space.
- Attendants will be wearing high-visibility vests, but we still encourage cautious driving and reduced speed according to the conditions.
Parking Fees
- 1-day parking: NOK 100
- Full event parking (all days): NOK 300
- Present proof of payment to a parking attendant to receive a parking pass valid for the entire event.
- Pre-payment is encouraged via VIPPS number 33135.
Parking for Training Sessions
- Wednesday, February 19: Parking will be at P3 and P4.
- Parking attendants will be present from 12:00 PM.
- If these areas fill up, P5 will be opened (see route description below).
- Thursday, February 20: Parking will be at P5 only.
- Other parking areas will not be available during this time.
- If you encounter a parking attendant, inform them that you are arriving for training, and they will direct you accordingly.
- P5 is within walking distance of the stadium.
Awards & Prize Ceremonies
Prizes will be awarded in accordance with NSF guidelines.
- Prize ceremonies for the top 6 athletes in each class will take place 30 minutes after the last finisher in that class.
- The Norwegian Ski Federation will present medals and diplomas for the NM events.
- The award ceremonies will be held at GOBB Arena, Thermo-Floor Hall.
Each participant is eligible for one participation prize, which can be collected from the prize office before departure on Sunday.
Cafeteria & Kiosk
- The kiosk is located on the 1st floor of GOBB Arena, offering hot and cold drinks, waffles, and other snacks.
- The cafeteria, with seating, is located in the Thermo-Floor Hall (GOBB Arena, 1st floor).
- In addition to kiosk items, hot meals will be served daily from 12:00 PM to 2:00 PM.

Race Regulations – Important Rules and Guidelines
We are committed to ensuring that the event is safe for everyone, and security remains our highest priority. At the same time, it is essential that the competition is conducted fairly for all participants. Therefore, we would like to remind you of key rules, procedures, and possible sanctions in the event of any violations.
To make it easier to navigate the regulations, we have extracted a selection of the most relevant rules below. We encourage everyone to familiarize themselves with these and refer to the NSF Cross-Country Skiing Competition Regulations for a complete overview.

The Race Management
343 Athlete’s Responsibilities
- 343.1 Athletes must be careful and consider the course conditions, visibility, and other athletes.
- 343.2 Athletes MUST follow the race direction at all times.
- 343.3 Athletes must follow instructions from the jury or organizers regarding course access, bib numbers, training, and ski testing to ensure order before, during, and after the race.
- 343.4 Athletes are responsible for being at the start on time.
- 343.5 If start numbers, leg numbers, transponders, or GPS devices are required, they must be used.
- 343.6 Athletes must follow the marked course from start to finish and pass all course checkpoints.
- 343.6.1 If an athlete takes the wrong route or leaves the marked course, they must return to the point where they went wrong. This may require moving against the race direction, in which case the athlete must avoid obstructing others.
- 343.7 Athletes must complete the race on skis using only their own movement. Any form of external assistance ("pacing") is prohibited.
- 343.8 In classic technique races, only classic technique is allowed.
- 343.9 Athletes must not block or hinder others.
343.10 Overtaking Other Athletes
- 343.10.1 Interval Start Races: An athlete being overtaken must give way at the first signal. In classic technique, this applies even if multiple tracks are available. In free technique, athletes must give way even if it limits their movement.
- 343.10.2 Other Race Formats:
- The athlete in front may choose their track or direction but must not obstruct others.
- Athletes overtaking others must do so without blocking or disturbing them.
- Athletes skiing side by side share the responsibility of not blocking others.
- Overtaking is complete when the passing athlete’s body is fully ahead of the ski tips of the athlete being passed.
343.12 Equipment Changes
- 343.12.1 Poles: May only be replaced if broken or damaged. In classic technique, replacing both poles is only allowed if the new poles meet regulation length.
- 343.12.2 Skis: May only be replaced if broken or if the binding is damaged. Broken skis or bindings must be shown to the jury after the race.
- 343.12.7 Applying wax, structure, or cleaning skis during the race is forbidden.
343.14 Lapped Athletes
- 343.14.1 In pursuit races, skiathlon, mass start, sprint relays, and relays, the jury may remove athletes or teams that are lapped. They will be ranked based on their position when removed.
Start Denial & Penalties
- 351.1 An athlete may be denied a start for:
- Wearing offensive symbols or names on clothing or equipment.
- Violating equipment or advertising rules.
- Refusing a required medical test.
- Using skis that test positive for fluor or failing to submit skis for fluor testing on time.
352 Penalties

352.1 The jury will decide on penalties based on:
- Circumstances and facts.
- Any advantage gained.
- Impact on other athletes and race results.
- Athlete’s explanation.
- Competition level, age, and experience of the athlete.

352.2 Disqualification may apply for:
- Clear impact on results.
- Competing under false identity.
- Endangering others or causing damage.
- Receiving a second written warning in the same season.

352.3 Re-Ranking: In sprint races, athletes who break rules may be ranked last in their heat or round.

352.5 Written Warning: Given for rule violations that do not give a clear advantage.

352.6 Verbal Warning: Given for minor violations or when an athlete is close to breaking a rule.

352.7 Fines: Can be given to athletes, coaches, or staff for:
- Marketing and media violations.
- Minor race behavior infractions.
- Late ski submission for fluor testing.
- Written warnings may also be given instead of or in addition to fines.
361 Protests
Who can submit a protest?
- Athletes or their team leaders.
- The national ski federation.
Possible protest reasons:
- Athlete eligibility or equipment issues.
- Course conditions.
- Conduct of other athletes, coaches, or officials.
- Timing or results.
- Jury decisions (except those stated as final).
- Administrative errors or rule violations after the race.
How and when to submit a protest:
- Before the race: Eligibility or equipment protests should be submitted as early as possible.
- After official training: Course protests must be submitted within 15 minutes.
- After the race: Conduct, timing, or result protests must be submitted within 15 minutes of the unofficial results being published.
- After the competition: Protests about errors in official results must be submitted within one month.
Process:
- Protests must be in writing, clearly describing the issue and including any evidence.
- A fee of NOK 250 must be paid (refunded if the protest is upheld).
- The protest may be withdrawn before a decision is made.
- Protests submitted too late or without payment will not be considered.
Jury Decision Process:
- The jury will meet at an announced time and location to review the protest.
- Only jury members may be present during the discussion.
- The team leader may be present when an athlete gives their explanation.
- Jury decisions will be published as soon as possible.
